Hello,
I would start by double checking your configuration to see if any drivers 
for the tapes\persistant binding etc have been undone. 
Try nsrjb -HEvv ( No Networker activity should be ongoing)
I am assuming you have already rebooted servers\lib after upgrade, if not 
do so and still have issues, i would re-do jbconfig ( Document your 
current settings)
Check the timer values and make sure they are adequate.
If the problem is only on the storage node & if you are not using DDS then 
perhaps you may want to double check Tape Drivers there and or zoning.
