That's correct.  It has no restrictions of any kind (groups, clients,
levels, devices).  Any backup is eligible to reach the default pool.

When creating a pool, you set restrictions on it.  The most restrictive
pool that matches the backup is selected.  "Default" is always available
as the final choice if nothing else matches.

Not necessarily.  A new pool must have some restriction on it because
two pools cannot have identical restrictions (and an unrestricted pool
would be identical to "Default").  

nsradmin> create type: NSR pool; name:newpool
                        type: NSR pool;
                        name: newpool;
Create: y
create failed: There must be at least one selection criterion set
when creating or updating a non-clone pool.


So your new pool must be different from Default in some manner.  If you
haven't used groups, then I think clients, levels, or devices must be
involved.  That difference controls whether the data reaches this pool
or Default.
