Hello,
If you redid jbconfig, there might be an option you need to look at again, 
have you checked the deamon logs, messages etc, library logs, sometime 
something as simple as barcode reader,match bar code lebels, might not 
have been selected.
Double check your jbconfig output to make sure everything was created 
accurately and use nsrjb -HEvv ( no backups\Networker activiry  should  
running at the time cmd is running.
Make sure default timer values are adjusted then if basic lib funtinality 
has been confirmed check the pools and group assignment to make sure they 
are accurate.
Is the problem only when the cloning is taking place ? 
What about the backups does Networker uses tapes correctly which backups ?
Lastly, you may need to update drive\lib and or FC ( if avallable) 
firmware which might be problamatic now but worked well with older version 
of Networker.
