George,
        Networker has to refer to a full backup for consistency. The
level 9 backup contains changes since the previous backup but not
necessarily all of the files that were present at the time of that
backup. Networker needs to refer to the previous full (and lower level
backups if present) to determine the state of the data on the date you
specified.
