Yes you can, since deleting a save set simply removes it from the media database. What you can't do with a tape is to reclaim space.

This means that you cannot use the "staging"
process.  However, this is another opportunity for a script...  You can
effectively stage via the following 2 steps:

1. Clone the saveset's on your source tape to a destination pool for the
new tapes
2. Once all saveset's have been cloned, you can recycle the source tape
volume.

If you are doing this second step, be careful to recycle the volume rather than marking it as recyclable. If you mark a volume as recyclable (versions 7.2.2 and below) it will set all save sets on that volume to recyclable, and all their clones too. Things change at 7.3.x...
