Ok, we found the problem.  It wasn't an issue with the threshold for the
messages.  We have just transitioned our NW server to new hardware.
NetWorker was started (unintentionally) on our OLD server and that was
sending the messages (since we'd moved /nsr to the new server).

On observing this for a while I came to the conclusion that the
threshold for getting these alerts is 98% but I'm not all that sure if
that's the case.

At least in earlier days Networker would start complaining if the the
index database could not be checked within the remaining space on the
filesystem. To do that NW needed to be able to copy the biggest index
for a client once. Now with the new index structure there shouldn't be
any need for that any more, but the trigger limit might still be in he
code
