I've used both.  From experience, I can tell you that Legato is harder
to set up.  However, it is far more flexible for heterogeneous
environments, is more powerful, and can scale much easier.

BackupExec is very easy to use and extremely user friendly, but it is
unsuited for large environments.

If you just have a few servers (say 30 or less, less that 1.5TB to
backup) and are using only Windows and/or Linux, I would say go with
BackupExec or Retrospect (if you want to stay with EMC).  Otherwise, you
should stay with an Enterprise class product.
