Thank you for all your responses. I narrowed it down to the network 
settings as well.
Backup speed was perfect which is why I didn't even consider the network to 
be the cause.
The switch port is set to half-duplex. It needs to be full-duplex or auto.
So pushing data from the client was fine, but pulling (restore) was 
incomplete.
