[Networker] Backup of Windows Log files

Hello,
Please share your experiance & methods for backup of system files, i.e 
Windows\system32\config folder and files that contains log files in use by 
the system.
With current backup scheme, i only want to target this files for backup, 
hoever, since this files are in use by OS they are not backed up, system 
state:\ backup does not back them up, not sure if ASR would, in either 
case with windows 2003\64 bit OS this save sets are failing ( known Legato 
issue).
Does any one have work arround, i attempted to backup via native backup 
for Windows and that did not work either.
