Time isn't the direct factor.

No.  The savegroup maintains the list to know what it is working on.
Only one instance of a group can be active at one time.  The next time
the group is run, the values are lost.  You must query it before it
launches the next time (either scheduled or manually).  Shutting down
networker cleanly will also wipe values in some (all?) configurations.

So the query returns the "current" set.
