I'm looking for a command that I can run after the fact that tells
networker: "forget whatever you thought was going on with the tape
drives and the library and start over"

You can use nsradmin to update the jukebox resource.  You'll need to
change several fields.

With dynamic and hidden fields turned on in nsradmin (see the man page)
you'll want to look at the following entries:

              loaded volumes: "", "", "", "";
            loaded bar codes: "", "", "", "";
                loaded slots: "", "", "", "";

If you weren't careful to (manually) unload the volumes back into the
slots that networker expects them to be in, you'll also have
inconsistencies with the jukebox inventory.  You should be able to
remedy that using nsrjb after networker is back online.

It's very, very rare that I've ever had to do this, and I've been using
NetWorker more than 10 years.  It's probably not what you want to hear,
but I would try fix the problem (having to force a NetWorker shutdown,
which might be very bad depending on what you meant by "force", and
having to unload tape drives behind NetWorker's back), rather than find
a convenient remedy for the symptom.
