I'm not sure that these *are* continuation savesets. At my site, for
example, they appear in the output of nsrinfo (running on NetWorker 7.x)
showing saveset contents for NetWorker 7.x clients. See below:

Hmmm, if I had thought about this more I should have picked up on that.
You're right -- continuation savesets shouldn't show up as actual files
in the saveset. They show up as a saveset, not within a saveset.
Notice that your user has something called "Pwrsave.cnt", and then a
bunch of numbered directories. I'm guessing your user has some
application that's creating them. Google doesn't have much to say about
Pwrsave.cnt, so I'm not sure what it is.
