I'm not too familar with Networker mail on Windows... on Unix I would do 
a mailq  and look at the mail logs to determine if the message is actually
making it to the mail system.. 

If not, a guess may be that in 7.2 the priority of the event changed?  Try
checking all priorities? (really guessing).
