I haven't seen it (not running networker on 10 right now), but your
suspicion about the vfstab is correct.

By default /devices is now a separate, non-UFS filesystem.

/devices        -       /devices        devfs   -       no      -
# df -k /devices
Filesystem            kbytes    used   avail capacity  Mounted on
/devices                   0       0       0     0%    /devices

I would imagine a +skip would be appropriate to avoid recording the
data, but you're likely to continue getting the separate saveset each
time.
