Are you sure that all save sets on the volume are in status recyclable?
Very often this is caused by a few save sets with longer retention policy
reside on the volume.

It could also be something with the mediadb
Try running nsrck -m
Followed by nsrck -X
And then nsrim -X

Or may be inventory is out of sync? May be the "Location" filed is wrong?
Try to run a new inventory.

NetWorker has two different options to control how recycled tapes are  
used.
I suggest  you check to see that both the "Recycle to other tape  
pools" and the
"Recycle from other tape pools" options are enabled.
