[Networker] Legato claims too many clients?

OK, I have a 7.1.2 Network Edition server with the standard 10 client
licenses.
Yesterday and today the system seems to have decided that there are too
many clients, even though I haven't changed anything:
* server1.foo.com:C:\ save: RAP error: Unable to grant SERVER
(UNIVERSAL) CLIENT license to client server1.foo.com: Too many clients.
Maximum is 10
* server1.foo.com:C:\ save: Cannot open save session with nsrhost
It was a different host on the two days that failed.
I have exactly 10 hosts defined as clients, including the server itself.
One host is not assigned to any group, as we are no longer backing it
up, and I took a second one off of groups yesterday.
Four of the hosts are Windows/Exchange, so there are two entries each,
but with the same hostname. My understanding was this would only count once.
Any ideas why suddenly it has decided there are too many hosts?
