I don't think it matters, don't quote me, but quite a bit of the
licensing is "Good Faith".

1 cpu = tier 1
2 cpu = tier 2
4 cpu = tier 3
8+cpu = tier 4

Its still a little fuzzy about how Hyper-Threading affects this...
