It certainly sounds like nsrclone is hanging.   The command line limit
suggestion is good.   Try nsrclone -v -f myfile  where myfile contains
each saveset one on a line.

The only other reason I think of nsrclone hanging is if a tape it needs
is in use.  You only have 2 drives so that can't be the case and it usually
fails/exits when this happens..come to think of it.

Anything in the daemon.log?
