It's not a stupid question, and it's only intuitive in a StorageTekkie kind
of way. I'd never done this before either, but your question intrigued me
and we happen to have a pre-production L700. So I tried it. Here's what I found:

First, this procedure requires interaction with the jukebox, so you have to
be there; the Admin GUI won't help you.

If your cleaning tapes are already inside the library, get 'em out.

1. Make sure the tapes have cleaning labels; the L700 won't accept unlabeled
cleaning tapes.

2. On the library's front panel, Press (MENU), arrow to (CLEANING INFO) and
press (SELECT).

3. Arrow to IMPORT CARTRIDGES and press (SELECT)

4. You get a message that says the CAP must be empty. Make sure the CAP is
empty and closed and press (SELECT)

5. The cap opens. Insert your tapes and (SELECT).

6. Now you get a list of the tapes in the CAP. Arrow to each one in turn and
press (SELECT). When they're all selected, press (SELECT) again (Why
StorageTek thinks you'd insert tapes into the CAP at this point and then not
import all of them is beyond me).

7. The library imports the cleaning tapes into the appropriate slots and
turns on auto cleaning.

8. When the process is done you can press (MENU) to exit, and repeat (MENU)
until you get to the main display.
