The client gets the instruction that it's supposed to contact
'backups-server' in the savegroup request, so it starts a new connection
-- but this time to the interface that's off subnet. The rest of the
communication / data is sent over this connection (not the local
interface on the subnet.) I don't think there's a way around this,
unless you can tell Networker to tell a client to connect to a different
server.

Isn't this precisely what the "Server Network Interface" setting (hidden,
per-client) does?

From the "Help->On Window" in the NetWorker GUI with the "Clients" window
displayed:

Server Network Interface - Enter the hostname of the network
interface on the server to be used for saves and recovers.

This causes an additional parameter to be sent to the "save" command for
the client, `-s servername'.
