Yeah I have run into this issue before on NetWorker 6.1.X and 7.x servers.
Basically what happens is when the clients you are backing up clock is off
from your retention or browse time, say a month, the NetWorker server will
use the date and time of the CLIENT for the actual save. This sucks because
if you have any short retention or browse periods, say 2 weeks, NetWorker
thinks that the backup you just ran on the clinet is already an expired
saveset and will not list it in the Media DB or the Indexes.

I tried to get an RFE in on this so NetWorker would do some "checking" on
the client backup to let you know that the time is WAY off in an instance
like this. An error message like "Failed: Client time offsite please check
client" would be awesome. But they don't see it as there problem :(

Right. My (very limited) understanding is that the original product
always used the client time for indexing (as savetime). The idea of
using the server time came about later, and that's why indexes and all
that other stuff is linked to 'savetime' and not 'sscreate'.

If someone else knew the history for certain, I'd love to know. Is
'sscreate' in version 4 and 5? I don't have a copy or a manual from
them any longer.
