What you want to do actually is to "Clone" the data first, then Stage
it. "STAGING" will "MOVE" the data, no matter how you set it. So an
easy way to achieve this is to run a script each 48 hours that will
execute a mminfo query that will be pipe into nsrclone to "copy" your
data. After that, you can simply let the Staging policy taking care of
emptying the disk when needed, or run a similar script.

I usually suggest to have a Staging pool and a Clone pool for this (
Both of them are considered to be Backup Clone type).
