You might consider Veritas Storage Replicator product. Using VSR move
the data over internet to the location(use low cost ATA drives) where
you have the Legato server and then backup the data to tape locally.

Do you need to backup the whole PC for restoration, or would someone be
more likely to do a new build/install/ghost if the PC died?

If so, you might be able to isolate storage on the PCs, (My Documents,
etc...) and use periodic rsync or other synchronization back to HQ.

Then back up the HQ storage.

There are a few drawbacks to this plan that might make it unsuitable for
some environments, but it's an option.

Rsync might not honor all the windows ACLs
Might not identify the correct data to backup
Rsync would keep most data that crosses the network small, but a
  recovery would still need to push all or most of that data back, which
  would take a long time.
