I'm not aware of anything automated (certainly not for downgrading), but
I've written stuff to move configs in the past.

It was just perl/shell scripts to get information like all clients or
groups or schedules out of Networker via nsradmin.  Then the script
might do some modifications of the data (pools consolidated, servers
renamed, schedules tweaked) and write it all to the new server via
nsradmin again.
