You have the pool setup to accept full backups also correct?   For windows
clients savesets such as SYSTEM STATE are usually a full. Did you let it use
a Default pool tape and see what it saved on it?

I am not using the default pool on 2 of my servers and have not seen this
behavior; I was running 6.1.3 on Solaris.
