[Networker] Very important

Hi,
 
            İn Legato 7.1 I reinstalled jukebox(jbconfig) and restrict devices 
to pools but recyclable volumes could not be used by library(Pool has only 
recycle volumes),  Later I disable device restriction And recycle volumes again 
can be used. In this device restriction, I changed to recyclable ---> 
appendable state, these appendable volumes  are used.
