Yes, NetWorker will reuse read-only media. See below:

Read-Only Mode: Changing the mode of a volume to read-only prevents new data
from being written to the volume. A read-only volume is not a
write-protected volume; the save sets on the volume are still subject to
their browse and retention policies, and the volume is not protected from
being overwritten. When all the save sets on the volume change status to
recyclable, the mode of the volume changes to Recyclable and the volume
becomes eligible for automatic recycling.

If you don't want the Read-only volumes to be overwritten, you would change
their status to Manual Recycle mode.

Does anybody know if Networker ever reuses media if it has the Read-only
flag set and all data on the media is recyclable?

Or, does anybody know of a way to remove the Read-only flag from media
other than manually recycling or relabeling the media?
