The simple answer is that with Solaris 9 implementation of the st driver
the support for ST_BUFFERED_WRITES has been dropped for all st devices. 
I think that this is due to some changes that have been made regarding
the implementation of AIO.
Your work around to drop 0x4000 from the device flags is the right
workaround.
