Sure.  Just like most other things, you can do it with nsradmin.

% nsradmin
nsradmin> create type:nsr device;name:/dev/rmt/0cbn; media type:DLT;
target sessions: 4; volume default capacity: 65GB

Say yes when it asks and you should have a new device.  The above
attributes are just examples.  You can list more or fewer on the line.
See the nsr_device man page for the list of attributes and possible
values.
