Ok, the share is set up.  However, it only works sometimes.

I can write to the share drive with the Owner Notification and Bootstrap 
notification, but only via the command line in verbose mode.  Using the GUI 
doesn't work.

And, the Savegroup Completion notification never works.

Yes, but mapped drives are only available in the user context; i.e.., a user 
logged into the server either at the console or windows term server. If you 
want, you can setup permanently mapped drives but that has some big 
disadvantages as well. 

The shares the networker process will have access is determined by the account 
it is running as in the service control panel. You are probably running it as 
the default system account. That account has VERY little network privileges, 
nor should you increase them. Your best bet is to create a new "log" share on a 
server and setup what is called a "null session" share privileges to access it. 
Check TechNet for instructions or ask your NT admin to set it up.
