Hmm.  I have often noticed recyclable tapes without the (R) displayed.
I've generally assumed that the '(R)' is only displayed in certain
situations (such as if the tape is mounted after the final write which
filled it).

I'm quite certain that it is eligible for recycling even if that (R) is
not present, though.

The (R) should only indicate whether the volume is read-only, not that
is is eligible for recycling.  The 'r' in the mminfo 'flags' field
should be the same information.  Both of your volumes you showed
indicated that.  I don't know why the GUI doesn't always show it, but
I've never seen it fail to use one of them for recycling.
