Not true.  AMM only controls whether *unlabeled* media will be
automatically labeled.

Networker is always allowed to recycle/relabel volumes currently in the
media database that are "recyclable".

We have AMM off on a jukebox that often has TAR/DUMP tapes in it, but
Networker still does auto recycling of recyclable tapes.

     auto media management    (read-write)
          This  attribute  indicates  whether   automated   media
          management  for  the jukebox is enabled.  The value can
          be yes or no.  If the value is set to yes,  then  unla-
          beled  volumes  in  the  jukebox  may  be automatically
          labeled by  NetWorker.
