LTO and SDLT have backup speed defined. This to allow continuous
streaming even if data throughput is slow. 

In case of LTO, it is up to the vendor to implement all of those
fallback speed. There are 6 speeds defined if I remember correctly, I
think the vendors are only implementing some of them. 

If a tape media is damaged, I wouldn't suspect "shoeshining" in first
place. I'd rather suspect bad media than anything else.
