a level alone has no effect. You need always a time or date as a reference.
Level means changed since any time.
If you make your full backup always an sunday for example and want to make
a level 5 on any other day use

save -s server -b pool -I /configdir/configfile.cfg -N DiffInt
 -l 5 -t "last sunday" .....
