[Networker] directives on netware

Hi All.
I can't seem to get my directive syntax right on the netware client
Server solstice backup (legato networker 6.1.3) running on solaris 2.8
client: Netware 6 with legato networker client 4.21
To try to get some more speed out of the server, I have set up two
clients. the 1st that does specific sub directories of the user volume
and the second that does everything except those subdirectories. I have
configured a global directive to try not backing up these subdirectories.
I have tried multiple different combinations of specifying directories and
none of them cause the server to not backup subdirectories. here are the
combinations that I have tried. (in none of these cases does legato report
an error)

In all cases, I can use mminfo to find out the save time and then nsrinfo
to see whether it backs up files within that sub directory which it always
does. am I hitting a bug?
