I see some previous discussion but nothing specific to this question.

This is a two month old installation.  Recently did a reboot and when the
system was back up, began getting errors mounting tapes.  The tape would
attempt to mount, fail and attempt to mount in the second drive.  This too
would fail and the job would abandon.

>From the daemon.log I see:
nsrd: media warning: \\.\Tape1 reading: read open error: No media in drive.
nsrd: Jukebox 'HP220' failed: expected volume 'INC018' got 'NULL'.

I removed the jukebox and devices, stopped networker services, deleted
nsrjb.res, deleted nsr/tmp/* and ran jbconfig using results of inquire -cl.
Once the jukebox was reconfigured, I'd do a reset (nsrjb -HEvvv) and
inventory (nsrjb -vvv -IE).  Attempting a backup after these steps gave the
same results.  Several attempts following this pattern but also power
cycling host and jukebox as well as removing devices on the host.

The final step was to reverse the order of tape device definitions under
jbconfig.  In other words, the first tape device to define was \\.\Tape1 and
the second was \\.\Tape0.  This final step got the jukebox functional again.

It appears that NT changed associations to these devices during reboot
causing Networker to call the wrong device for an operation.  If that guess
is correct, can someone suggest a proper reboot procedure?  For now, I am
recommending all tapes be unmounted and Networker services be stopped prior
to rebooting or shutting down.
