I have come across a similar case with a compaq proliant server and sdlt
drives working very slowly. The Adaptec card had to be changed to a compaq
scsi card. Then the problem was gone. I know this sounds crazy but it was
the solution to our problem (solution provided by compaq).

You should log the call with compaq and see if they give you a similar
response. Then maybe ask the supplier of your SCSI card to provide a compaq
one as a test. Also, log the call with adaptec.

I am interested in your solution to this problem if it is related to the
scsi card model.
