While attempting to label a tape

suggest labeling volume from slot 400 in jukebox ...

I get this message

server is busy, please retry request

The label operation never completes and the nsrjb spawned to do perform the
operation goes into a loop . This has happened several times but allways
seems associated with one pool ?
