We had a large Netware client that was very similar.   We ended up
splitting the client into 2 clients in 2 seperate groups.  One client
backed up half the top level directories of the USERS volume, the other
client backed up the other top level directories.    This reduced the
backup time tremendously as there was now multiple savestreams.  It
never approached the speed of our W2K or unix clients though.
