I've had no problems detecting a L20 - 6.1.3 uses jbconfig not jb_config.
Simplest things first
Have you rebooted with the -r flag?
Do you have /dev/rmt entries corresponding to the tape drives ?
Does prtdiag see your SCSI bus?

if you don't see the tape drive - check the cabling and termination, if you
are using LVD SCSI and there was a problem when setting it up (in my case I
used the wrong terminator) I've found it essential to powercyle the Sun.
If the drive and the robot arm are on the same SCSI bus adn you can see the
drive but not the robot then it looks like a hardware call to storagetek.
