That's strange because I just did this yesterday.
Same setup except I have an IBM LTO drive.
Mmrecov creates C:\Program Files\NSR\RES.R folder.
Stop all services. Copy Nsr\res.r folder into nsr\res folder, overwriting
whatever is there.
Restart services. Run NSRCK -L7 which should rebuild all client indexs off
tape.
Works for me.
Is there any event logs? Daemon logs? Are your tapes/drives working ok?
As I said, it works for me.

In a branch office we installed
- NetWorker V6.1.3 on Win2k (SP3)
- single SDLT220

We backup some Win* and some Netware V5.1 there.

Backup/Recovery works fine.
At least no big problems.
(except: OFM 8.1 doesn't run on V5.1 NSS volumes)

After installation and some basic tests
we tested "NetWorker disaster recovery",
which surprisingly doesn't work as expected.

mmrecov
- always recovers mmvolume ("mm"-directory + contents)
- always recovers PARTS of "res"-directory
   has NEVER recovered nsr.res (oooooopps)
   has OCCASIONALLY recovered nsrjb.res (ooops)
   has MOSTLY recovers "servers"-file
but finaly has ALWAYS been incomplete.

NT directive for the server is totaly empty.
"nsr.dir"-files have NOT been modified.
Install-Directory is not "C:\Programme\nsr".

What's going wrong with the bootstraps?
