try this. I used a variation of this to stage to tape from a file device

mminfo -q'not incomplete,volume=DailyHardDrive_1' -r'ssid,cloneid' >
tmp.file

to create a temp file of SSID's
then nsrstage the files using the tmp.file. The syntax is in the command.
Sorry, I use AWK to call the NSRstage command and it is a lot more work than
you need, but when I was working on this, I first tried nsrstage using this
file and it worked just fine. This prevents removeing the clone of all the
files stored on the file device.

I have a machine which needs a filesystem rebuild from one huge 2TB
array to four 512GB arrays.  There is currently 1.2TB on the machine and
I need to spread it across 3 other file devices.  I looked at nsrclone
but it doesn't seem to give the ability to specify target devices which
could potentially cause problems if it tried to copy to a volume
different than I was hoping to get populated.  Is there a better way of
doing this move?  Networker 6.1.2 on a Linux server.
