We have a twenty slot library with ten slots disabled by the manufacturer.
To enable the ten, I need to install a chip.  Because of this, the library
only reports ten slots to Legato so all is well.

I am in process of enabling all slots so I've already upgraded the library
license with Legato.  This may be part of the conflicting information.
Without this enabler from the library manufacturer, the sixteen slot license
would not have worked.
