If you use your own tape pools instead of the canned ones that NetWorker
provides, there's options to control such behavior on recycled tapes. You
can set up a pool that will recycle from other tape pools and the pool can
also be set up so it is not eligible to be recycled into other tape pools.
This feature goes back to at least Version 5.5.
