If you suspect that the problem is small files then you should try and copy
a database to one of theses servers (if you have the spare disk space) and
run two tests, first with a saveset of the small files and second saveset of
database.

If there is a really good performance increase backing up the database then
you have proved that the client is capable of a decent backup speed and your
problem is related to type of data rather than network.
