I looked at release notes (windows P 24):
Updating to This Release
As a major release with important new features, updating to NetWorker
release 7.0
requires an update enabler. The update enabler must be installed before
performing the
update; otherwise, the NetWorker server will not perform until the
update enabler is
applied. Clients running prior supported releases of NetWorker software
may still be
backed up by a NetWorker 7.0 server.

I suppose it is like for any other major upgrade, it should
require an Networker Update license that should be included
in the media kit.
I am using NetWorker Enterprise license and it seems to work fine with.
I am exploring the new version for changes....
