netbackup is not running. But I am going to try to remove the whole package and 
see if that helps in anyway.

Srini,

Do you have NetBackup installed on this box?  If you have NetBackup
installed and running it has a lock on the jukebox (I guarantee it).

You would need to shut down NetBackup (/etc/init.d/netbackup stop) and
then do your jukebox operations.  The jukebox control drivers for
NetBackup and NetWorker do not play together at all. :-)
