Having been paged in the middle of the night before by Networker looking for
an appendable clone tape that was not in the jukebox while it had several 0%
clone tapes in the jukebox, I would say that this statement is not always
true.  I haven't had a reoccurance of the issue because now I mark all tapes
going offsite as read only.  I like undisturbed sleep so I haven't 'risked'
it with the newer versions to see if it was just a 'bug' that I happened to
run into.
