This documented on their knowledge base.  Basically, as archive
bit comes from the Windows world, it would be better idea to
check Microsoft document on how archive bit is acting on their
OS.

In the past we had many problems with that resulting in LGTpa43432
which covers what You said.  LGTpa refers that it should be
written to the docs.

That's why journaling is something many people turn to... Or
You are to experience what gets and when backed up when You
have NSR_AVOID_ARCHIVE set (or not set).  Above RFE should
address those possibilities as well (and Your request too).
