Hi Christopher,
I have had a similar problem occuring under similar circumstances. I
have found this in the man page to nsrclone(1m):
The  nsrclone  program,  in  conjunction  with   nsrmmd(1m), guarantees
that each save set will have at most one clone on a given volume.
In my case it turned out that the tape I expected to be written after
manually restarting cloning already contained cloned save sets. My
solution was to unload that tape so it was unavailable to networker
(marking it as read-only was not sufficient). After that cloning started
without any problem.
